City Council Acts On Ammo Plant

Goodrich and Associates of Sacramento has been awarded the contract to develop a CFD, Community Facilities District, at Riverbank's former Army Ammunition Plant on Claus Road, with an eye toward getting all the infrastructure set for use as an industrial park.

Cost of the contact, awarded by Riverbank City Council members at a recent session, was $29,500.

"That covers everything we need to form the CFD," said City Manager Rich Holmer. "The Community Facilities District is designed so that, at the base, when companies start, they will pay a fee to help fund the infrastructure."

The base is being formally turned over to the city by the Army as part of the Base Realignment and Closure Act and while there are many businesses already located there, city officials see the transfer to the city as a way to entice even more jobs to the area.

Mayor Virginia Madueno, in fact, is one of three city representatives scheduled to attend a Base Realignment and Closure Meeting in Albuquerque focusing on the process.

Holmer said Goodrich and Associates will do all the prep work so the CFD is in place, making sure the businesses pay their fair share for any infrastructure needed.

Meanwhile, action on the City Council agenda for the Feb. 22 meeting includes awarding the contract for marketing the base to prospective business tenants.

Also due for action on Monday night is a request to approve applying for a grant.

"It would be a $3 or $4 million dollar grant for Jacob Myers Park," explained Holmer. "It's through a bond issue that we're applying for it and it would add a parking lot at the park, an amphitheatre for things like Shakespeare in the Park and other entertainment, there would be some bird watching areas put in, a gazebo put in over the river for weddings and special events."

Holmer said the grant application is ready, all officials need is the go ahead from the council to submit it.

The council will met in chambers at 6707 Third St., starting at 7 p.m.
