Legislation by Assembly Republican Leader Kristin Olsen, of Modesto, to allow the use of electrically-motorized personal transportation devices in California has been signed into law by Governor Jerry Brown. The bill provides for key safety measures, while allowing local governments the flexibility to regulate their use for individual communities.

“I am pleased the Governor Brown recognized the need for state government to keep up with innovation in California, and signed AB 604,” Olsen said. “My legislation updates our outdated laws to give Californians an environmentally-friendly transportation option, and encourages the growth of an industry to create new jobs.”

Electrically-motorized skateboards were banned from use in California in 1977 to keep noisy, gas-powered boards off the streets. However, today’s electric boards are clean, quiet, and safe to ride. Commuters often use them to ride to their bus or train stops, or between home and work or school.

“Motorized skateboards were made illegal in the 1970s because they were largely do-it-yourself and garage-built, with loud gasoline engines. The technology of electric skateboards today has led to short-range transportation vehicles that are lightweight, safer, and much quieter, creating green technology jobs and a convenient, fun new means of transportation right here in California,” said Brad Phillipi of Intuitive Motion, the manufacturer of the ZBoard, which is produced at the Riverbank Industrial Complex on Claus Road. “We are grateful that the Governor recognized the need to allow for this technology, and are hopeful that it will allow many more Californians to enjoy the benefits and joy of riding an electric skateboard safely.”

Assembly Bill 604 (Olsen) allows electrically-motorized personal transportation devices to operate within bicycle ways in California, if the rider is over 15 years of age. The bill also authorizes local governments to adopt additional rules and regulations regarding the boards.

AB 604 will become law on Jan.1, 2016.

Assembly Republican Leader Olsen represents the 12th Assembly District in the California Legislature, which includes portions of Stanislaus and San Joaquin counties.
